As a Public Housing Authority (PHA), the Isothermal Planning and Development Commission (IPDC) is required by the Department of Housing and Urban Development (HUD) to complete a PHA Plan.
The PHA Plan is a comprehensive guide to public housing agency policies, programs, operations, and strategies for meeting local housing needs and goals. There are two parts to the PHA Plan: the 5-Year Plan, which each PHA submits to HUD once every 5th PHA fiscal year, and the Annual Plan, which is submitted to HUD every year by non-qualified agencies.
Part of the PHA Plan process is public input and feedback on the plans. Below you will find copies of the suggested plans as compiled by IPDC staff. Section 511 of the Quality Housing and Work Responsibility Act of 1998 requires the Board of Directors of the Isothermal Planning and Development Commission to conduct a public hearing to discuss and invite public comment regarding the 2020-2025 Five-Year and Annual Plan. The hearing is to be conducted on Wednesday, November 18th, 2020 at 3:00 PM. The hearing will be held in person and virtually. In-person will be held at the main office of the Isothermal Planning and Development Commission, 111 West Court Street, Rutherfordton, NC 28139. The proposed Five-Year and Annual Plan and information relevant to the public hearing to be conducted is available for inspection by the public at www.regionc.org/housing-department-public-housing-authority-plans/ or at IPDC’s main office, 111 West Court Street, Rutherfordton, NC 28139 during normal business hours of 8:30 am to 5:00 pm, Monday through Friday.
